In the future, busses are the main mode of transport. Taxes on individual transport have risen enormously, pushing more and more people to take the bus and the people have become largely reliant on busses. A foreign country hacks the autonomous busses in the city and finds a bug in the code that they can exploit. This bug causes a thermal runaway in the batteries on the bus, leading to explosions of the busses. The foreign country uses this to terrorize the people and disrupt the local economy.
